In 1997, Tony Blair said that he would not consider decriminalising or legalising cannabis even if that were the recommendation of a Royal Commission. Since then, he has dismissed the recommendations of, among others, the House of Lords Select Committee, the Cleveland Police Authority, two Chief Constables in Scotland, Edward Ellison - ex-head of Scotland Yard's Drugs Squad and now even the Police Foundation.
