Puerto Rico Eyes Production of Medicinal Marijuana

Puerto Rico is eyeing the production of medicinal marijuana after Gov. Alejandro Garcia Padilla, who is looking for ways to jump-start an economy mired in an eight-year recession, ordered health officials to draft regulations for the legal use of cannabis derivatives.

Garcia Padilla’s decision, announced on Sunday night, caught the island by surprise since the legalization and use of marijuana for medical purposes had been debated for two years in the legislature and the issue appeared to have been forgotten.

This was the first executive order issued by Garcia Padilla since he announced last week that he would use all his constitutional authority to govern without waiting for agreement in the Legislative Assembly on major initiatives to revive the economy.

The warning came after lawmakers, following months of negotiations and only 60 days away from the start of the next fiscal year, rejected an ambitious tax reform plan backed by Garcia Padilla, the U.S. government and financial markets increasingly worried about the prolonged crisis on the island.

The executive order instructs Health Secretary Ana Rius to draft regulations for the medicinal use of marijuana.

Rius said in a press conference Monday that she had been working on the project for months and regulations could be ready in 90 days.

The island’s government has already negotiated with GB Sciences Puerto Rico, a subsidiary of GrowBLOX Sciences, to start the manufacturing of medicinal marijuana derivatives.

The company has pledged $1 billion in investment, creating 1,000 jobs.

Rius said marijuana would not be grown in Puerto Rico for smoking, but to produce teas, oils, pills and other products with the plant’s pain relieving qualities.

Medical prescriptions for marijuana are limited to a score of illnesses, Rius said.

“Marijuana will be classified as a controlled substance just like opiate medications, such as morphine or codeine,” Rius said. “It is a classification for use exclusively as a medication.”
