Saturday 01 Apr 2000 In 1997, Tony Blair said he would not consider decriminalising cannabis even if it were the recommendation of a Royal Commission. Since then, he has dismissed the recommendations of, amongst others, the House of Lords Select Committee, the Cleveland Police Authority, two Chief Constables in Scotland, Edward Ellison (ex head of Scotland Yard's Drugs Squad) and now the Police Foundation.
