Letter: Attempts To Suppress Cannabis Only Help The Black Market

Tuesday 22 Feb 1994 The issue of cannabis has been raised again by the decision of the Home Secretary to increase the penalties for possession five-fold, apparently against all advice from police and workers in the drugs field. The article (EDP, February 15) on the Features page by ex-headmaster Logic Bruce Lockhart illustrated only too clearly the muddled and confused thinking of people like Michael Howard, who are helping to make the drugs problem so intractable and ~ dangerous for out young children. He begins by stating that cannabis is a very widely used drug, whilst arguing for more support for heads who take a strong line in an attempt to suppress use. Taking a strong line will, of course, only serve to keep the whole "scene" secretive; it is due to this attitude that "smokers hide their activities carefully." He also states that "cannabis harms the mind", a wild, emotive statement for which there is no medical evidence. He also drew attention to the dangers of the black market in providing hard drugs, but failed to realise that the black market is a creation of the "hard line" he supports. This is why Mr Lockhart's attitude is so dangerous. It helps the black market grow stronger and means young people will he unwilling to ask for help should they need it Mr Lockhart is sadly out of touch and, no, he would not have my "unequivocal backing" - not on this issue, anyway.
