Scotland: Police condemn drugs proposals

Thursday 16 Feb 2006 Dealers could "slip through the net" under Government proposals to standardise the amount of drugs that can be defined as for personal use, it has been claimed. The Home Office consultation paper aims to set a consistent level which defines the difference between someone possessing drugs for personal use and a dealer. But leading drug squad officers in Scotland said many of the levels set were too high and "unrealistic". Being caught with a quantity of drugs deemed to be for personal use will usually result in a fine but dealing leads to almost certain imprisonment. The Home Office document proposes defining the limit on the quantity of heroin that can be for personal use as 7g. But drugs officers said this would provide enough heroin for 70 street deals, and they want the limit set at 2g. Detective Sergeant Kenny Simpson, of Strathclyde Police's drugs unit, told BBC Scotland: "The Home Office consultation document suggests 7g is a level which might be for someone's personal use. "But our position is really clearly that this is far in excess of what someone would normally have for their own use. "My position right now is that if you were found with this on your possession we would be looking at you as a drug dealer as opposed to someone who was taking it for their own use." There is also concern about the Home Office proposals on limits for personal use of cannabis, which are double those recommended by police in Scotland.
