Jamaica: Dominican fined for marijuana

Wednesday 01 Mar 2006 A Dominican woman was on Monday ordered to pay $1,200 in the Half Way Tree Resident Magistrate's Court after pleading guilty to drug-related charges. Antonia Raffoul of Raffoul Estate, Dominica, was fined $200 for possession of marijuana and $1, 000 for taking steps to export marijuana by presiding magistrate, Martin Gayle. According to court documents, at approximately 12:30pm on Friday, an officer was conducting a canine narcotics check at an Air Jamaica luggage chute for a flight destined for Barbados at the Norman Manley International Airport. During the checks, the dog alerted the officer to a blue suitcase marked "Gamma", with name tags belonging to Raffoul. Raffoul was summoned to the luggage chute, and shortly after her arrival she identified the suitcase as hers. The suitcase was opened and searched in her presence, and was found to contain approximately one ounce of ganja. Raffoul was subsequently taken to the Norman Manley Police Station, where she was arrested and charged. Raffoul is the third Caribbean national to be caught attempting to transport marijuana to Barbados in less than a week. Last Tuesday a Guyanese and Barbadian national were both given substantive fines and sentenced to 18 months in prison after pleading guilty to drug-related charges in the Half Way Tree Resident Magistrate's Court. Clarence Watson, a thirty-four-year old barber of Seaview, St James, Barbados, and Christopher Craig, who identified himself to the police as a Guyanese national, both pleaded guilty to charges of possession of marijuana, dealing in marijuana and taking steps to export marijuana. Craig was fined $6,400 for possession of marijuana, $12,800 for dealing in marijuana and $32,000 for taking steps to export marijuana. Watson, however, was fined $12,000 for the possession, $24,000 for dealing in ganja and $60,000 for taking steps to export the ganja.
