UK: Judge evicts family over drug dealing at house

Thursday 02 Mar 2006 A FAMILY from hell have been evicted from their home after a judge decided it had been used for drug dealing. The last remaining occupier of 14 Norfolk Close, Horley, Lisa Fuller, was given two weeks to leave after being evicted and her property repossessed by London Quadrant Housing Association. Residents and the housing association complained of drug dealing, noise and harassment by the family and visitors to the address. Ms Fuller denied that drug dealing took place at her home, but Judge Reid QC, at Guildford County Court last Tuesday, dis-agreed. He said: "I can properly draw the inference for the purpose of determining whether it is reasonable to make the possession order, that the premises were used for drug dealing. "I am prepared to make the order, unless Ms Fuller has anything else to say." Residents claimed they had suffered years of antisocial behaviour by the family. Last month, the Surrey Mirror reported how members of Ms Fuller's family, including her partner, Gary Paul Brame, daughter Chelsea and her boyfriend Peter Charman, had been given anti-social behaviour orders (ASBOs) banning them from the road. Mr Brame, 31, who is allowed back to see his children, admitted 24 of 39 allegations made about him. The court heard how cars regularly stopped outside the property or nearby for short periods of time and Mr Brame had been fined £50 for possession of 190 grammes of cannabis. Residents of Norfolk Close who attended a hearing on Tuesday said they were delighted to be rid of the neighbours from hell. One elderly woman, who did not want to be named, said afterwards: "It's just been drip, drip, drip. "I have now got satisfaction for myself. There were times when one resident counted 33 visitors in a week. They would stay 10 to 15 minutes. This was on a regular basis. "Rumours went round that they were dealing in drugs from the time that they moved in." Sonia Rai, on behalf of London Quadrant Housing Association, gave the court a list of incidents from August 2004 until that day. Miss Rai said: "Ms Fuller had been through the schedule of incidents and has made certain admissions, 24 out of 39, also agreeing to the terms of the order for possession of the property in Norfolk Close, Horley, within 14 days." She added that a full ASBO had already been made against Chelsea Fuller, who left the property on November 28 last year and now lives in Crawley. The court heard how the admissions made by Lisa Fuller included responsibility for the noise made by her children and the visitors parked outside her property. Miss Rai said: "Gary Paul Brame was also convicted on August 22, 2005 for possession of 190 grammes of cannabis at the property." The court heard how costs would be ignored if the property was vacated within 28 days.
