Cannabis Planting - Eradication campaign goes on in Taounate Province

Action continues in Morocco's Northern provinces to combat cannabis
cultivation. After the successful campaign launched last year in the
Province of Taounate, the 2006 phase has started this month in the same
area.

The action started on June 5 and will continue until June 30. It
concerns different communes of the areas of Taounate and adjacent
Rhafsai, said a Province of Taounate statement.

Like last year, the 2006 campaign is based on three main axes:
eradicating cannabis in all targeted areas, judicially pursuing those
who continue cultivating and marketing the plant, and providing the
populations with alternative economic activities.

This phase was preceded by a series of awareness campaigns which started
in January 2006, using loudspeakers and distributing leaflets in
mosques, popular markets, schools, and other public places.

Awareness campaigns mainly targeted local populations, with special
concentration on the youth, with the aim of sensitising them on the
effects of cannabis on health and on the region's sustainable
development process.

According to the Taounate Province, the area cultivated with cannabis
this year has attained 722 Ha, which constitutes a 67.43% decrease
compared to last year. During the 2005 campaign, authorities eradicated
an area of 2943 Ha of cannabis-planted lands.

As part of the eradication project, a programme of alternative
agriculture has been launched, providing the region's farmers with
600,000 olive-tree saplings, 150,000 carob saplings, in addition to the
encouragement of revenue-generating activities.

Last March, Moroccan permanent representative to the UN in Vienna Omar
Zniber stressed the importance and efficiency of such moves.

Based on a study jointly conducted by Morocco and the UN office on Drug
and Crime (UNODC), Zniber said that, thanks to eradication campaigns,
Cannabis output in Morocco was cut by 10% from 109,000 tons in 2003 to
98,000 tons in 2004.

The results obtained from the 2005 and 2006 campaigns are regularly sent
to the UNODC.
