UK: Youngsters beat police to dumped cannabis plants

POLICE failed to find cannabis dumped behind a parade of shops despite
the Harrow Times handing them pictures of plants and bags of soil.

Residents living above shops along North Parade, Mollison Way, Edgware,
were outraged that over a week later remnants of a cannabis factory,
dumped outside their homes, had still not been cleared.

Officers examined the rubbish on October 24, and although they found
"paraphernalia associated with a cannabis factory", including packaging
from solar lights, copper piping and canisters labelled "cannabis", they
did not find any plants.

And though the Harrow Times' passed them photographs, clearly showing
cannabis plants, officers, who returned to the scene two days later
still did not find evidence of any drugs.

Robin Criddle, 51, of Mollison way, was not surprised the officers did
not find any cannabis.

"When they came round the second time and asked where the cannabis
plants were I said they had gone, kids or somebody had been round and
taken the plants away," he said.

"The police then said they had asked the council to remove the rubbish
but that they had no power over them."

Robin's neighbour, Eric Graham, 59, said: "Kids came round to have a
look and I think they took them.

"I called the environmental department at the council who referred me to
rubbish collection but I was told it was a service road and not up to
the council to clear it.

"We thought CID were investigating but no one has come to speak to us."

Although bins containing the drug-growing apparatus were finally
emptied, the tenants have now been left with yards of polythene strewn
across the alleyway and bags of soil which have ripped open.

Robin said: "There were definitely cannabis plants.

"The bags have all been opened and gone through."

Will Goddard, a spokesman for Harrow police said: "Two inspection were
carried out, the second was following the receipt of the Harrow Times'
pictures. Neither investigation revealed any cannabis plants.

"A stalk was taken for inspection and was found not to be cannabis.

"Local enquires were carried out. "
