US: Lompoc bans pot dispensaries, Salinas enacts moratorium

Wednesday 07 Mar 2007 LOMPOC, Calif. - The City Council banned medical marijuana dispensaries in Lompoc while city leaders further north in Salinas decided on a 45-day moratorium on the so-called cannabis clubs in that community. The Lompoc council voted Tuesday to prohibit pot distributors, saying the operation of such dispensaries is contrary to the public's health, safety and welfare, and violates federal law. The council approved the ordinance on the recommendation of Police Chief Tim Dabney, who said dispensaries in other California cities has led to an increase in loitering and more serious crimes. Despite passage of Proposition 215 by California voters in 1996, marijuana is considered an illegal controlled substance under federal law. Still, Santa Barbara County began issuing medicinal marijuana identification cards in 2004. In Salinas, the City Council voted unanimously Tuesday to enact a 45-day moratorium on establishment of medical marijuana dispensaries. But three council members want more information to make sure patients who might need medical marijuana have an opportunity to get it. "If people need it and it will make life more bearable, then we need to look at it," Councilwoman Jyl Lutes said. Police Cmdr.
