CAMBRIDGESHIRE magistrate Alan Williams was right to refuse the fine
levied indiscriminately against the accused, now charged in any offence
which results in a fine. If victims are to be compensated, the receipts
from criminals and their assets, are a legitimate, already established
measure of doing so.

This Government wheeze is indiscriminate revenue raising and I urge
everyone who is dragged to court for supplying him/herself with cannabis
to ask who the victim is. If that question is not answered by the police
or the court magistrates, payment of this fine should be refused.
