Sunday 11 Aug 2002 Essex, West Midlands, North Wales and Croydon Police today (12/8/2002) began a year-long pilot scheme giving police the power to impose on-the-spot fines for a range of anti-social behaviours. If deemed a success this experiment will be introduced across the country. Offences punishable by on-the-spot fines include "loutish" behaviour, endangering life and verbal abuse. All these crimes have identifiable victims. Don Barnard Press Officer for the Legalise Cannabis Alliance said: " Contrast this with treatment handed out to otherwise law-abiding citizens caught with a small amount of cannabis. "They are harming no one, but will be arrested and could lose their freedom, jobs, driving licence, and social standing, and could be refused motor/house insurance. Is this not an injustice? "Everyone with a serious interest in our in our criminal justice system should wrestle with a basic question - should we punish people who use cannabis? Are the laws that put people in jail simply for using cannabis justified? "If so why? And, how long should users spend in prison? "The debate cannot proceed sensibly unless the supporters of cannabis prohibition come up with good reason (justification) in favour of punishing people who use cannabis. "How can we possibly decide whether we should change policy unless we know why we have that policy in the first place.
