Inspector Allan Lowe, in charge of the raid, said "It is important for public confidence in Worthing that we do take action of this kind." Mr Barnard said: "I would argue this would depend on the nature of the complaint and his intelligence gathering...."had the patrons of Quantum leap been suspected terrorist,. armed robbers maybe. However, in this case I would suggest, a polite knock on the door and request for co-operation from a couple of bobbies would more than sufficed.
