FOR IMMEDIATE USE/FORWARD PLANNING.

108 MEP's from 7 Political groups and 13 Member States have tabled
a draft recommendation to repeal or amend the 1961 and 1971 and 1988 Drug
Conventions.

This will come up for discussion at the mid-term review conference on UN
drugs policies to be held in Vienna April 2003.

Recommendation two reads:

"Urges the Council and the Member States to consider the positive results
obtained through the implementation of policies in several countries,
which involve harm and risk reduction (in particular through the
administration of substitute substances), the decriminalisation of the
consumption of certain substances, the partial decriminalisation of the
sale of cannabis and its derivatives, and the medically controlled
distribution of heroin.."

Not all campaigners for cannabis law reform would agree with this liberal
approach on all drugs and may not vote.

This should not deter them from having their say.... they can do this by
signing the LCA online petition calling for the "legalisation of cannabis"
which can be referred to when cannabis control is debated at the Vienna
Convention".

It is rumoured that Paul Flynn [veteran campaigner for medicinal cannabis
use] is to be the UK Government representative at the Vienna Conference.
