UK: North Wales Police warn 985 in year for cannabis possession Owen R Hughes Daily Post Saturday 03 Jan 2009 Figures for 2007/08 revealed 985 people received formal warnings, with 301 cautions handed out and 191 people charged by North Wales Police. There were also nine youth final warnings and 23 youth reprimands dished out. The statistics come as cannabis is set to be reclassified from a Class C to a Class B drug on January 26, toughening up enforcement of the drug. The Home Office decision, which reverses a move to downgrade the drug to Class C in January 2004, follows a review of cannabis classification which was carried out by the Advisory Council for the Misuse of Drugs. A Home Office spokesman said: “The move to reclassify cannabis reflects the fact that skunk, a much stronger version of the drug, now dominates the UK's cannabis market. “Skunk has swept other, less potent, forms of cannabis off the market, and now accounts for 81% of cannabis available on our streets, compared to just 30% in 2002.” The proposed changes would mean those caught with cannabis could still get a warning on a first offence, but on a second offence they are likely face a fine of £80. If caught a third time they could be arrested. Under the new classification the maximum penalty for possession will rise from two years to five. A young person found to be in possession of cannabis will be arrested and then taken to a police station where they can receive a reprimand, final warning or charge, depending on the seriousness of the offence. http://www.dailypost.co.uk/
