California Assemblyman Tom Ammiano has even introduced a bill that would legalize, tax, and regulate marijuana; it has gained the endorsement of the head of the state's tax collection agency, which informally estimates it could collect $1.3 billion a year from cannabis sales. Still, the legislation hasn't found a single cosponsor, and isn't scheduled for so much as a hearing.
