A Sacramento schoolteacher was sentenced today to five years in jail and 10 strokes of the cane for possession of marijuana. Kerry Lane Wiley, 38, a computer science lecturer, was charged with having 9.4 ounces of cannabis at a house here Nov. 4, 1989. Wiley was the first American to be charged for drug trafficking in Malaysia.
