US: Marijuana legalization bill passes committee vote

SACRAMENTO, CA - The Assembly Public Safety Committee approved a marijuana legalization bill on a 4-3 vote.

Assembly Bill 390 would legalize, tax and regulate the sale of marijuana.

It is the first time a legislative committee has okayed the use of pot for non-marijuana purposes.

The vote was the first step to repealing the nearly century-old prohibition of the drug.

The bill, sponsored by Assem. Tom Ammiano, D - San Francisco, would treat the drug like alcohol with people over 21 years old allowed to grow, buy, sell and possess cannabis - all of which is barred by federal law.

Ammiano said taxes and other fees associated with regulation could put more than a billion dollars a year into state coffers at a time when revenues continue to decline.

The Board of Equalization has previously said that regulation of the drug could generate more than $1.4 billion in revenue for the state.

Ammiano first brought up the bill a year ago, and it was heard in committee in March 2009. However, Ammiano canceled the vote and re-submitted it earlier this year with changes to the bill.

Critics say it opens up California to issues with the federal government, and enables drug abuse and addiction.

AB 390 would next be heard by the Assembly Health Committee but a hearing date hasn't been scheduled.
