It looks like a pass system controlling the sale of marijuana will soon be introduced in the southern Dutch province of Brabant. The region has been hit by a spate of violent incidents which are being blamed on criminals involved in the Dutch production of cannabis.

In the Netherlands, outlets called 'cofeeshops' are allowed to sell small amounts of cannabis to the public. However, under a Dutch legal fudge, the production of the drug remains illegal and the 'coffeeshops' are forced to buy their stocks of marijuana from criminal growers.

Task force

On Thursday evening, Justice Minister Ivo Opstelten formed a task force in Brabant which will co-ordinate local judicial and administrative efforts to combat the problems caused by criminal groups involved in the supply of marijuana.

One of the first decisions of the task force was to speed up the introduction of a marijuana pass system in the region. 'Coffeeshops' will have to register as clubs and Dutch residents will be able to become members with passes. The sale of cannabis products will be limited to people holding passes.

Marijuana measures
The new Dutch government is planning a number of measures designed to tighten the rules governing ‘coffeeshops’ and the sale of cannabis. It intends to introduce the marijuana pass system nationwide. Ministers have rejected calls for the production of cannabis to be legalised so as to remove it from the world of organised crime.
