India:New charas harvest ready to make Dussehra festivity heady

MANALI: Fresh lot of charas is ready to enter the market during the Kullu Dussehra festivity. Smugglers are busy extracting black gold out of cannabis plants in the far flung jungles of Kullu district.

Kullu celebrates the largest Dussehra festivity in the world which lasts for seven days. This is also the time when people buy charas. Many people from different regions reach Kullu in search of fresh charas at reasonable rates. Demand remains high till the end of festivity. Charas producers feel that police and other agencies would be concentrating on providing security during the festivity and that would give them an opportunity to be able to deal with customers without any fear.

According to a Narcotics Control Bureau (NCB) official in Mandi, people from around the world are likely to rush to Kullu during the Dussehra festivity to get the best deal. "Police have destroyed record number of cannabis fields this year. Still there is a possibility of there being fields in the interiors of Kullu which escaped action. Processing of new charas is underway and will slowly enter the markets. The trade is likely to pick up pace by October end," he said.

In the wake of Kullu Dussehra festivity, all anti-narcotic agencies including NCB have stepped up surveillance, he added.

Charas prices likely to double this year: Police and anti-narcotics departments have destroyed cannabis plants from over 1,000 bigha of land and charas production may fall by 75% this year. High demand and less production may result in rise in prices up to double the previous year, according to NCB officials.

A charas producer in Manikaran valley said on condition of anonymity, "Ten gram high quality charas was sold up to Rs 1,000 in the local markets, while the same quantity was sold up to Rs 10,000 in the international market last year. This year price for 1kg charas in the international market may touch Rs 25 lakh. Demands for rare 'Malana cream' are very high. It may cross the Rs 35 lakh per kg mark this time."

He said police destroyed more than 50% of the total harvest which has caused a loss of more than Rs 100 crore. "Some good quality cannabis plants are there in the interiors of Malana, Chanderkhani, Kasol and Khirganga. Lucky people, who could save their fields, are extracting resin from cannabis plants," he added.
