The headline is misleading. Canadian, U.S. and Mexican prohibitionist political leaders didn't resolve anything.

North Americans are not "united" since roughly 50 per cent (and growing) of North Americans want to legalize the extremely popular plant cannabis (marijuana) which accounts for 70 per cent of cartel profits according to government statistics.

If U.S. Secretary of Defence Leon Panetta and other leaders are honestly "committed to doing everything possible to end this threat to our people," then there needs to be a plan in place to end cannabis prohibition and extermination.

Without re-legalizing cannabis, violence in Mexico and throughout North America will certainly continue due to the laws of supply and demand which are stronger than the laws of the land.

Cannabis prohibition is one of North America's worst policy failures in history.
