US: Marijuana lovers celebrate '4-20'

SACRAMENTO - For those who smoke marijuana, April 20th is a special day. It's known as '4-20', and every year on this day, people get high. In fact, some of them take part in 'smoke-ins' at popular public places.

Police will be on the lookout Friday for people taking part in the 'smoke-ins'. Meanwhile, at the State Capitol, the fight continues on both sides over the idea of legalizing marijuana and easing up restrictions on medical dispensaries.

This week, an Assembly Committee passed a bill that would allow the state to oversee medical marijuana providers. The idea is to create the Bureau of Medical Marijuana Enforcement. The state would have control over licensing businesses that sell, grow, and transport marijuana. Whether the bill will ever make it to Governor Brown's desk is another story. There is a lot of opposition to it from law enforcement.

In case you're wondering where the term '4-20' came from, it actually started in Northern California, in San Rafael, in 1971. A group of teens would meet up after school to smoke marijuana, and legend has it, they chose 4:20 p.m. as their meeting time.

And just how many people smoke marijuana? An estimated 100 million Americans have tried marijuana at least once, and more than 25 million have smoked it within the past year.

As you may have guessed, using marijuana is nothing new. Cannabis seeds were used as a food source in China as early as 6000 B.C. And China also claims the first recorded use of marijuana, when a Chinese emperor used it to treat gout in 2737 B.C.
