UK: Council tenant loses home following cultivation of cannabis

A Sheffield Council tenant has lost his home following a police search of his property where he was found to be cultivating cannabis with a street value of £11,760.

Philip Mattimore, 32 years old, of Emerson Crescent, Parson Cross, had been the tenant of the property for four years.

In November 2011, the police executed a warrant at the property under the Misuse of Drugs Act 1971. Mr Mattimore was present at the time. The police discovered that Mr Mattimore was cultivating cannabis in the bedroom and that he appeared to be sleeping in the lounge.

There were eight medium sized plants growing in black plant baths. There were 4 lamps wired to a timer and a hole had been cut in the ceiling for the pipe for a fan to vent into the loft.

The walls were covered in white plastic sheeting to maximise reflection from the lamps. The window was boarded from the inside.

The walls were covered in mould from the humidity. In the bathroom were numerous containers of plant food.

The cannabis had an estimated value of £7,560 wholesale or £11,760 in street deals. Mr Mattimore admitted that he planned to sell the cannabis to make money.

On September 4 2012, Mr Mattimore was convicted of the production of a class B drug, at Sheffield Crown Court.

He received a custodial sentence of 8 months but was released early, on a tag, on November 23 2012.

Sheffield City Council and Sheffield Homes took possession proceedings against him on November 12 2012.

Mr Mattimore appeared before District Judge Mort on 8 February 2013 who made an immediate possession order and also ordered that Mr Mattimore pay the Council’s legal costs of £301.75.

Cllr Harry Harpham, Cabinet Member for Homes and Regeneration said: “Mr Mattimore has proven that he cannot or will not agree to the tenancy conditions that spell out what tenants can expect from us and what we expect from them.”

He added: “We will not tolerate any kind of anti social behaviour taking place in our properties and Mr Mattimore is now paying the highest price by losing his home.”
The bailiffs will now set an appointment to evict Mr Mattimore.
