Netherlands: Amsterdam’s citizens trained to sniff out cannabis

Authorities in Amsterdam will be distributing marijuana-scented cards to help inhabitants recognize the drug’s smell. This will make it easier for them to detect and report illegal crops, which may even be grown by their neighbour. The unusual initiative, which seeks cooperation from the public to curb cultivation of cannabis, is being run jointly by the city’s electricity companies, councils and police. The plant can be grown in private houses, attics, basements, sheds, warehouses and private gardens, and the crop requires light, water and constant warmth. This results in continuous energy consumption, which not only increases the risk of fire but also costs about €200 million a year in unpaid utility bills. The project will be expanded outside the Dutch capital to municipalities in the south of the country.
