NEW ZEALAND: Bill to Allow Recreational Use of Cannabis to be Published today Neeraj Shahane Top News Thursday 24 Oct 2013 A new authority will be established under Independent TD Luke 'Ming' Flanagan's Cannabis Regulation Bill. The authority will regulate the sale and growth of cannabis. The bill will also allow a person to posses up to one ounce of the drug for personal use. Moreover, it will enable `cannabis social clubs' to legally provide cannabis for consumption. It will be in a pub-style setting on a not-for-profit basis. It will take two weeks now to vote on the bill. Dr. Garrett McGovern and Dr. Cathal O Suiliobhain have supported Flanagan's Cannabis Regulation Bill 2013. Both the doctors are the board members of the Irish chapter of NORML. The American organization ran successful referendum campaigns last year to legalize marijuana in Colorado and Washington states. Dr. McGovern said, "I'm supporting this Bill because I'd like to see some rational debate. My feeling is we haven't had that yet in this country. There are far more advantages to legalizing cannabis than keeping it prohibited".
