US: Marijuana bills, including one to allow pharmacies to sell pot, pass House committee

LANSING — A pair of bills that would allow for the use of medical marijuana-infused products, as well as legalizing dispensaries for cannabis, passed the House Judiciary committee Tuesday morning on unanimous votes.

A third bill, which would allow pharmacies to produce and sell medical marijuana, also passed, but on an 8-1 vote with two additional Democratic members passing on the bills.

The bills now move to the full House of Representatives for consideration. Since the Legislature is scheduled to adjourn on Thursday, it is unlikely that the first two bills would receive a final vote this year. But the third bill, which is contingent upon the federal government reclassifying marijuana from an illegal substance to one that can be prescribed, has already passed the Senate and could go to final passage before the holidays.

The first two bills received enthusiastic support from the audience in two committee rooms in Lansing, but the third is viewed with more suspicion by medical marijuana supporters.

The pharmacy bill is being touted as a way to guarantee a safe, tested product for medical marijuana users. But opponents said it did nothing to address shortfalls in Michigan’s current medical marijuana law and would outsource production from home growers to out-of-state corporations.

The other bills would: allow communities to determine and regulate if they want medical marijuana dispensaries – called provisioning centers – to operate in their communities; it also would allow for the manufacture, testing and sale of other forms of marijuana, including edibles like brownies and oils.
