South Australian Police Commissioner Mal Hyde has called for reform of the
state's drug laws to make it a criminal offence to grow any quantity of
marijuana. Mr Hyde said he was opposed to the current system of fines for
growing up to three plants because it suggested that growing the drug for
personal use was acceptable. 'On one hand it is illegal to use cannabis and
then we tacitly acknowledge that you're able to produce cannabis for your
personal use. You can't have it bhoth ways,' he said. 'One of the problems
we've got in dealing with illicit drugs is we don't have a clear and
consistent message within the community. We actually confuse the message'.
He said the expiation legislation might have been introduced to keep
organised crime away from people using small amounts of cannabis but it had
not stopped larger growers. It has created a whole new cottage industry in
respect to hydroponically grown cannabis.
