India: Cannabis cultivation flourishes in South Kashmir

The cannabis cultivation here in the South Kashmir has flourished due to the failure of Authorities to check its production.
The South Kashmir is considered to be the largest producer of cannabis in North India which finds its way to the markets of Shimla and Goa.
Official sources said that the cultivation and trade of the cannabis has become organized as the Excise and Revenue departments of the District Administration have failed to keep a regular check on the cultivation.
Five years back the administrations in south Kashmir’s Anantnag, Pulwama and Shopian districts had cracked down on Cannabis cultivators which had significantly reduced the trade.
However, over the last few months the job has primarily fallen on police and narcotics departments which are busy in destroying cannabis cultivated on hundreds of kanals of land.
Dachnipora area of Bijbehara and Sangam in Anantnag district, Awantipora in Pulwama district and Melhura, Wachi areas of of Shopian district have been the major producers of cannabis.
According to official sources the complacency of the government has been the biggest reason of the revival in the cultivation.
“The administration thought they are done with it and nobody will try to revive the cultivation,” a local teacher from Dachnipora area said. He however said that the regular monitoring after cracking down on the cultivators was necessary to keep a tab on the trade.
“ The young people get lured into Cannabis harvesting for it fetches them good money and subsequently they are exposed to drug abuse,” he said.
A day of cannabis harvesting fetches Rs 600-800 which is luring young boys, often the school students towards the job. The local police have blamed the district administration for not keeping a check on the cultivation.
“It’s not our job to keep a tab on the cultivation. Narcotics, excise and revenue departments are responsible for that,” a senior police official from Anantnag district said.
The district administration is of the view that government needs to come up with a comprehensive plan to fight the menace. Deputy Commissioner (DC) Anantnag, Muneer-ul-Islam, said that he has recently joined and would look into the matter. “We will have to devise a proper strategy so that the menace is nipped in the bud,” Islam said.
