UK: Council tenants face eviction for smoking or growing cannabis in the Cambridge area Raymond Brown Cambridge News Thursday 13 Jul 2017 Tenants in the Cambridge area could be evicted for smoking or growing cannabis in their homes. Council chiefs have warned that smoking weed is not only illegal but also a fire risk and linked to anti-social behaviour. “We have a duty to report such matters to the police, with whom we routinely share intelligence and work with to tackle anti-social behaviour of any kind and to enforce penalties for breaches of law.” Police in Cambridgeshire have noticed an increase in the number of homes turned into cannabis factories or used by London drug dealers to push heroin and crack after taking over the homes of vulnerable council tenants. The practice is called ‘cuckooing’ and one London drug dealer was recently brought before the courts after holing up in a Cambridge flat. Emanuel Olliviere, 19, of City Road, Hackney, pleaded guilty to four counts of being concerned in supplying a controlled drug of class A to another at Cambridge Crown Court on the Tuesday, June 13 and has been jailed for four and a half years. The court heard how Olliviere, an out-of-county drug dealer, was found in Chesterton Road, Cambridge, on December 13, 2016, in a vulnerable drug user's flat. And police in South Cambridgeshire have smashed the operations of organised gangs who use homes to produce huge quantities of cannabis. Officers have made several arrests, seized £70,000 of cannabis and dismantled drug factories. Officers discovered more than 100 cannabis plants worth an estimated £115,000.
