Luxembourg News Friday 05 Jan 2001 http://www.news.lu/ Greens (Luxembourg) submit plans to legalise cannabis The Green Party yesterday unveiled details of a bill it will submit to parliament which calls for the controlled legalisation of cannabis. Green deputy Renée Wagener explained that the bill would allow private citizens to possess, grow and consume cannabis under certain conditions. A national cannabis office, attached to the health ministry, would oversee the distribution of licences to grow the plant and would buy the crop, test its quality and control its price. Licensed premises would be opened for the sale and consumption of cannabis, but smoking the drug in public places would still be illegal. Most commentators, however, see little chance of the bill ever becoming law, though it has been welcomed by many as another step towards opening up the debate on drugs.
