Switzerland moves towards decriminalization of cannabis, new draft law paves the way for regulated access

After decades of prohibition and debate, Switzerland is approaching a historic change in its cannabis policy. The National Council's Health Committee (SGK-N) has given the green light to a bill aimed at the controlled legalization of cannabis for non-medical purposes, paving the way for a profound review of the approach to this substance, writes 20minuten,

Currently, recreational cannabis use is prohibited, although possession of small amounts is not punishable by law. Despite this, cannabis remains the most widely used illicit drug in the country, a fact that has fueled debates about a reorientation of national policy.

The new draft law envisages a strictly regulated approach for adults, without promoting consumption. The products will be sold from licensed stores or in a controlled online manner, but not for profit. A special tax will be imposed on purchases, which will be used to finance the health system and addiction prevention and treatment programs.

Adult users will also be allowed to grow up to three female cannabis plants at home, a step aimed at reducing reliance on the black market.

The aim of the bill is to protect public health and young people. Licensed shops will be obliged to offer information and less harmful forms of consumption, such as vaporizers instead of cigarettes. Advertising of cannabis products will be strictly prohibited, while driving under the influence of the substance will continue to be punished with a zero-tolerance policy, albinfo.ch reports.

On the other hand, penalties for illegal sale and cultivation will be toughened, in order to crack down on the illegal market.

With the approval of the draft law by the SGK-N, the public consultation process will start at the end of August and will last three months. After reviewing the comments, the revised draft will be submitted to the Federal Council, before moving on to the next debates in the National Council and the Council of States.
