US: Virginia's cannabis sales start date: The line between competition and exclusion

Virginia is about to become the next state to launch adult-use cannabis sales. Jan. 1, 2027, is the target. The legislature has finished its work. The final compromise bill is heading to Governor Spanberger's desk. Unlike earlier states that launched with a handful of predecessors to study, Virginia has something unprecedented: 23 states that came first, active antitrust litigation in Ohio, state-commissioned disparity studies in Illinois, and revenue comparisons across every market structure that has been attempted. All available simultaneously and all pointing in the same direction. No prior governor has occupied this position with such a great opportunity at a cannabis launch.
