US: Maryland cannabis tax revenue reaches 17.5 million Dollars in first quarter of 2025

Maryland’s adult-use cannabis market generated more than $17.5 million in cannabis tax revenue during the first quarter of 2025, according to a newly released report from the Office of the Comptroller. The figures provide one of the clearest financial snapshots yet of how the state’s legalization framework is translating into public revenue, local funding, and reinvestment programs.

The quarterly report, issued by the office of Maryland Comptroller Brooke E. Lierman, covers cannabis tax collections from January through March 2025 under the state’s Cannabis Reform Act of 2023. Maryland imposes a 9% sales and use tax on adult-use cannabis and cannabis products, with retail sales having officially launched on July 1, 2023.

According to the report, Maryland collected a total of $17,510,109 in adult-use cannabis tax revenue during Q1 2025. The report lists approximately $6.78 million allocated to the Maryland Cannabis Administration before the remaining balance was distributed under the state’s statutory formula.

After those allocations, approximately $10.73 million remained available for distribution across several state-directed funds and programs. The largest share — roughly $3.76 million — was directed to Maryland’s Community Reinvestment and Repair Fund, which receives 35% of eligible cannabis tax revenue under state law. The fund was established to support communities disproportionately impacted by cannabis prohibition and prior enforcement policies.

Additional Q1 2025 allocations included:

Approximately $536,500 to counties and municipalities
Approximately $536,500 to the Cannabis Public Health Fund
Approximately $536,500 to the Cannabis Business Assistance Fund
Approximately $5.37 million transferred to Maryland’s general fund

Regionally, Maryland’s Central region generated the largest share of cannabis tax revenue during the quarter, accounting for approximately $7.92 million. The Capital region followed with roughly $3.86 million, while the Southern region generated approximately $2.73 million. Western Maryland accounted for about $2.17 million, and the Eastern region produced roughly $831,000 in cannabis tax revenue during Q1 2025.

The report also reiterates Maryland’s adult-use possession limits for consumers age 21 and older. Under state law, adults may possess up to 1.5 ounces of cannabis flower, 12 grams of concentrated cannabis, or cannabis products containing no more than 750 milligrams of THC total.

Maryland voters approved adult-use cannabis legalization through a statewide referendum in 2022 before lawmakers passed the Cannabis Reform Act of 2023 establishing the state’s regulatory and taxation framework. Governor Wes Moore later signed the legislation into law ahead of the market’s July 2023 launch.

The latest figures arrive less than two years after Maryland launched legal adult-use cannabis sales and continue to show the growing role cannabis tax revenue is playing in state budgeting, local funding, and community reinvestment initiatives.
