US: City board approves legislation to allow dispensaries to transform into cannabis cafes

SAN FRANCISCO (KGO/CNN/CNN Newsource/WKRC) - A city board approved legislation to allow dispensaries to transform into "cannabis cafes."

Amsterdam-style cannabis cafés that serve food, beverages and provide on-site cannabis consumption are one step closer to becoming a reality in San Francisco after the city's Board of Supervisors approved new legislation.

The measure would allow existing cannabis retailers to apply for permits to operate cannabis cafés, where customers could purchase food and drinks, enjoy live entertainment, and smoke or vape cannabis on-site.

Eli Abitan, general manager of Green Door SF, told KGO the proposal has long been a goal for the business.

"It's something we always dreamt of and hoped for," Abitan told the station.

Green Door SF already hosts private events, but the legislation would allow the business to operate a lounge open to customers on a regular basis.

"We can invite and promote our lounge. We can serve food here. Then it will be open every day and be able to cater to people," Abitan told KGO.

Green Door SF owner Michael Nolin told KGO the cannabis industry has struggled with high operating costs and taxes, and he believes cannabis cafés could help businesses recover.

"I think it's a great opportunity for all the dispensaries to further thrive," Nolin told the station. "The whole market has completely imploded. Taxes are really impeding on businesses."

Nolin also said cannabis cafés would provide consumers with a legal and comfortable place to use cannabis.

"It does give consumers better opportunity to enjoy. They won't have to be out on the streets. They don't have to be in a hotel where there's no smoking," he told KGO.

William Dolan, CEO of Hyrba Dispensary, told KGO the company hopes to open a cannabis café on Van Ness while continuing to operate its retail location on Judah Street.

"I think it's a win-win for the existing industry. I think it's a win for the city and state. I think it's a really big positive benefit for tourism. It'll be a draw for the city of San Francisco," Dolan told the station.

San Francisco Supervisor Rafael Mandelman also voiced support for the proposal, stating, "Cannabis cafés are part of this city's recovery, right alongside our entertainment zones, neighborhood activation, and free concerts."
