Guam issues first cannabis grow license

Guam has reached a major milestone in launching its regulated cannabis industry. Today, Lieutenant Governor Josh Tenorio joined Department of Revenue & Taxation officials to present the island's first recreational cannabis cultivation license to local grower Stephen Roberto and his company, Green Flash Guam.

Officials say the license marks years of work implementing the Guam Cannabis Industry Act of 2019, which legalized adult-use cannabis and established a regulated commercial market. Governor Lou Leon Guerrero said the focus remains on protecting public health and safety while supporting responsible local businesses.

Before receiving a business license, applicants must complete a strict multi-step process that includes obtaining identification credentials, establishment licensing, and an operating permit.

Officials say the regulations are designed to ensure accountability, prevent monopolies, and build a safe, compliant cannabis industry for Guam.
