Possession of cannabis seeds may be made illegal Duncan Campbell The Guardian Saturday 25 Oct 1997 illegal, it was confirmed yesterday. The move follows the remarkable increase in the home grown cannabis industry in Britain in the last five years. The possession, sale and transportation of cannabis seeds is legal, although its cultivation is illegal. The seeds, apart from being planted to grow, are also used by fishermen as bait and as bird seed. There is not likely to be parliamentary time to outlaw the seeds in the next wave of legislation, but it is clear the success of the home grown market has been noted at government level. In 1990 there were 818 seizures of cannabis cultivation but by 1995 the figure had risen to 6,125. A survey conducted by the Independent Drug Monitoring Unit and published this month showed home grown cannabis was on the increase. Of regular cannabis users, 60 per cent had grown their own at some time. Of those growing it, 71 per cent were growing it indoors, 14 per cent of them in greenhouses. "There will be an increase in people being charged," he said. He found it puzzling that the moves were being made at a time when the mood seemed to be for relaxation of legislation. The issue is likely to be one the newly appointed "drugs tsar"Keith Hellawell will be asked to look at.
