UK: Legalise drugs, says ex ambassador

Wednesday 04 Jul 2001 Britain's former ambassador to Colombia is calling for the legalisation of prohibited drugs. Sir Keith Morris, who served in Bogota from 1990-94, says the drugs war "is unwinnable, costly and counter-productive". In an article in The Guardian newspaper, he calls for an end to prohibition. He advocates the setting up of a legal framework for the controlled sale of drugs, which could then be taxed. Sir Keith's comments come after police in Brixton, south London, said they were relaxing their policy on soft drugs, with those caught with small quantities of cannabis simply being warned and having their drugs confiscated. Last weekend, former Cabinet Office minister Mo Mowlam used her column in a Sunday newspaper to call for the decriminalisation of cannabis. Sir Keith, who is 66 and has retired, said he thought cannabis could be sold in a similar way to alcohol and tobacco, with hard drugs such as heroin available to registered addicts through their GPs. The retired diplomat told the Guardian: "There will be costs, probably, initially at least, greater use and addiction and problems quite unforeseen. "But the benefits to life, health and liberty of drug users and the life, health and property of the whole population would be immense."
