EU drug use stablilised Fenton Bresler Monday 22 Nov 1999 UP to 40 per cent of teenagers in England And Wales have smoked cannabis, according to an EU report. Up to 20 per cent have tried glue sniffing and two per cent have experimented with heroin - the worst rate in Europe. But the Lisbon-based EU drugs monitoring agency survey concluded drug use by the young in general across Europe "has stabilised or even decreased."
