Thursday 25 Oct 2001 A HIGHLAND health official says he has serious concerns about moves towards decriminalising cannabis because of its reputation for providing a link to the harder drugs scene. David Blunkett, the Home Secretary, said this week he proposed reclassifying cannabis as Class C and that possession of the drug should no longer be an arrestable offence. But Dr John Wrench, director of public health and health policy for NHS Highland, said there have been consistent findings that drugs users who now inject began by taking cannabis. He said: "There are very important issues about how people get into the drugs scene in the first place." Mr Wrench was speaking at the launch of a new study into drug-taking in the Highlands, which shows the average age of starting misusing drugs is 14, with cannabis being the most common first drug. The average age for starting to inject drugs is 20, with heroin the most frequently used for first-time injectors.
