UK: New twist in cannabis cafe plan for Dundee

James Rougvie

---
THE PROSPECT of a cannabis cafe opening in Dundee in the near future may
have been snuffed out yesterday after a lightning police raid on a similar
venture in Stockport, Greater Manchester, during which 12 people were
arrested and large amounts of cash and cannabis seized.

The Dutch Experience cafe in Stockport, which openly flouted the law, had
survived a previous bust but Superintendent Michael Crawshaw said last
night, "It would be unwise for anyone to make the assumption that flagrant
defiance of the law is or ever will be tolerated."

It is understood that in the wake of the raid the premises have now been
closed and attempts to contact the owner last night were unsuccessful.

The Dutch Experience was set up by cannabis campaigner Colin Davies, a
founder of the Medical Marijuana Co-operative, and was intended to separate
soft drugs from the hard variety, while providing the proceeds from the use
of cannabis on the premises to people in medical need of pain relief.

It opened as the first-ever cannabis cafe in the UK in October and boasted
the best quality cannabis while queues formed at its doors each day.

Recently, the Medical Marijuana Co-operative's Scottish branch posted
details on the internet of plans to establish a cannabis cafe in Dundee
after the new year and, although the name of the man who was taking forward
the plans has remained confidential, it was understood a site in the city
had been identified.

The proposals met with a qualified nod from Dundee MSPs Kate Maclean and
John McAllion, who said that they were comfortable about such a plan if the
law was relaxed, although Mr McAllion was adamant that a Dundee outlet
could not open at present because it was against the law and was a
non-starter in that respect.

A spokesperson for Greater Manchester Police said there had been a number
of complaints from the public about the Dutch Experience cafe, and a raid
had been mounted after midday yesterday.

The spokesperson revealed that of the 11 men and one woman arrested, two
were detained on suspicion of involvement in management of the premises and
one for possession of drugs with the intent to supply and suspicion of
being involved in the premises' management.

"Nine people have been arrested for possession of a controlled drug. A
large quantity of cash and cannabis prepared for sale was also recovered."
