UK: Drug marchers allowed to rally at the Common

Thursday 22 Apr 1999 Thousands of dope smoking campaigners will be rolling up to Clapham Common on May Day. Lambeth Council controversially allowed a rally for the legalisation of cannabis to use the common. Part of the common will be an end point for a march starting at Brixton Hill at 12 noon. Councillors were expected to stub out the Brixton International Cannabis Coalitions dreams of ending the march on the common at a meeting on Tuesday last week. But instead the New Labour administration made a shock decision to let the event go ahead. A licensing committee had refused permission for a full scale concert event just days earlier. Council leader Jim Dickson said: "The councils decision made in the light of both advice from our technical officers and police and from submissions by local residents not to grant permission for a large pop concert still stands. As the march itself, over which the council has no power, will be ending at Clapham Common we have, however, granted permission for a few stalls and tents to be erected in a limited area. These will be solely for the purpose of speeches and the serving of refreshments." No amplified music is being allowed and the organisers are responsible for cleaning up the common after the event. They have agreed not to break the law. A Brixton Cannabis Coalition spokesman said that the Clapham event was at the London end of a worldwide event. He invited people to come along and hear what their campaign to legalise cannabis for medicinal purposes was all about.
