UK: Taking Tough Line

Friday 19 Sep 2003 Holyrood has a more "liberal" and less "conservative" track record than Westminster on certain social and legal matters - the Clause 28 outcome and proposed legal rights of gay couples being two examples. Yet Jack McConnell yesterday said Scotland would not relax its tough line on those arrested in possession of cannabis. This follows Home Secretary David Blunkett reducing its status from B to C and English police chiefs saying those caught with cannabis would have it confiscated but would not face arrest. Mr McConnell's reaction disappointed the Scottish Socialists, who advocate legalising cannabis, but a police chief later said Scots officers already have "discretion" when dealing with those carrying the drug. One can understand Mr McConnell's stance. Having taken a tough line on law reform this week, and when drugs and alcohol are a blight on Scottish life, to appear soft on cannabis users would, as the cliche goes, definitely send the wrong message.
