The Special Committee on Illegal Drugs released its final report on Wednesday morning, in which it says the public drug policy should be of a guiding nature, rather than a restrictive one. The committee also says the government should wipe clean the records of anyone convicted of marijuana possession. "In many ways prohibition is a cop-out," said Senator Pierre Claude Nolin, chair of the committee. Nolin said cannabis is less harmful than alcohol.
