UK: Home cultivation of drug is backed

HALTON Lib-Dem MEP Chris Davies claims every household in Halton should
have the right to grow at least one cannabis plant without fear of falling
foul of the law.

Mr Davies, who was convicted of cannabis possession after leading a protest
in 2002 about drugs law outside a cannabis cafe in Stockport, said the move
would give cannabis users a chance to avoid contact with drug dealers who
sell more harmful drugs such as heroin.

He has slammed the inequalities in the way cannabis possession is dealt
with across Europe as 'crazy'.

The MEP, who says he has never smoked marijuana in his life, believes the
move would deal a heavy blow to the criminal drugs trade.

He also points to research which suggests that more than half the cannabis
consumed in England and Wales is grown in this country.

He has written a letter to David Blunkett demanding the Government adopts
the same approach to dealing with the problem as Belgium, where people are
not prosecuted for possessing a single female cannabis plant for personal use.

He said: 'Despite the declassification of the drug, there is a real risk
that cannabis users will have to buy the product from heroin dealers. For
some this could be a slippery slope, because the criminals have a financial
interest in encour-aging their customers to try more harmful drugs.

'If I wish I could grow a cannabis plant in my Brussels flat without fear
of prosecution. But to do the same in Britain would put me at risk of
serious penalties.

'It's a crazy situation that just puts money into the hands of criminal
drug dealers.'
