UK: Cannabis changes face delay

Proposals to downgrade cannabis in Guernsey face a delaying tactic in the
States.

The Board of Health is pushing to reclassify cannabis from Class B to Class
C, claiming it will bring the drug more in line with public perception.

But Deputies Roderick Matthews and John Gollop are placing a sursis, aimed
at postponing the proposals for two years.

Deputy Matthews said he felt such a move would enable Guernsey to make the
best choice in the long run.

'Timing unfortunate'

"There would be more experience and understanding of the effect of the
reclassification of cannabis in the UK and elsewhere," he said..

"There would also be more time for the new policy unit to review the matter
and make recommendations for the maximum sentences for drug-related offences.

"The timing of these proposals ise unfortunate with the general elections
coming up in April."

The proposals, if approved, would see the penalties for the possession of a
Class C drug drop from a maximum of four years to two.

They would also see the penalties for production, supplying and offering to
supply increase from 10 to 14 years.
