Russian Government Establishes Drug Dose Amounts

Thursday 13 May 2004 On May 12, a law that dictates one-time drug dosages took force, having recently been signed by Prime Minister Mikhail Fradkov. The law augments Russian Criminal Code and is designed to shift punishment for illicit substance possession to drug dealers, rather than users. Criminal charges will apply only if over 10 doses of a drug are found in an individuals possession, Russian daily Vremya Novostei wrote. Russias previous laws caused the majority of drug-related criminal cases to severely punish average drug users for carrying even a slight trace of marijuana. Some of the dosages set by the new law are 0.5 grams for cannabis, 0.1 grams for heroin, and 0.15 grams for cocaine. Persons found in possession of ten or less such doses will now be fined or jailed for no longer than 15 days. Over that amount, they face up to ten years in prison. The original governmental dosage list had been published in March, but human rights activists pointed out that the doses were much lower than actual doses used by drug addicts, thereby negating the point of the legislation. After the uproar, the dosages were recalculated with the help of medical researchers, Gazeta.Ru wrote. State drug police oppose the new law. They are expected to try to either change the list or lobby for a new Criminal Code amendment that would get rid of the dosage concept altogether.
